"Each case study includes background, key rate structure, stormwater credits, and incentives along with lessons learned. The data and information are extremely useful. The stormwater utility funding subject continues to evolve as observed by the authors.[...]The book will be a valuable reference for utility directors, stormwater policy-makers, water consultants, and finance and billing managers."--Rasheed Ahmad, a senior watershed manager in the Department of Watershed Management
A must-read for agencies and public works departments interested in developing charge systems for stormwater programs based on fee structures. User-Fee-Funded Stormwater Programs will specify the drivers for stormwater user-fee formation and explore the responsibilities, costs, and entire implementation process.
