About the Task Force Chairs:
Mike Matichich has more than 30 years of experience in conducting cost of service, rate, and financial planning studies for stormwater, wastewater, and water utilities, including feasibility study and implementation phase efforts for more than 24 stormwater programs. He serves as CH2M HILL’s Practice Area Lead for Financial Services. Mr. Matichich is the chair of the Affordability Planning Subcommittee for the American Water Works Association’s (AWWA’s) Rates & Charges Committee; he was one of the lead authors in the 2012 update to the Low-Income Affordability Rates chapter for AWWA’s primary rates and charges guidance, Principles of Water Rates, Fees, and Charges. Mr. Matichich has authored a number of journal articles and papers related to stormwater utility fee programs, including Trends in Stormwater Utility Development, co-authored with co-chair Laurens van der Tak and several others for the July/August 2012 issue of Stormwater. Since the collapse of the financial markets in late 2008, Mr. Matichich has authored a series of articles for Public Works magazine on creative local responses to the tough financial times. Mr. Matichich has a Master’s degree in Urban and Regional Planning, with a focus on Urban Economics, from the University of Wisconsin.
Laurens van der Tak is a Vice President and Water Resources Engineering Fellow with CH2M HILL in Silver Spring, Maryland. He is CH2M HILL’s Deputy Director for Water Resources and Ecosystems Management. He serves as CH2M HILL’s Technology Lead for Climate Change Adaptation services. He has 24 years experience on projects involving climate change adaptation; hydrologic, hydraulic, and water quality monitoring and modeling; stormwater and watershed management; wastewater collection systems; water resource systems; and geographic information system applications. He is a member of the American Water Resources Association, American Water Works Association (AWWA), International Water Association, and Water Environment Federation and is the Chair of AWWA’s Climate Change Committee. He has a B.A. in biology and a B.S. in agricultural engineering from Cornell University, an M.S. in agricultural engineering from the University of California at Davis, and a degree in civil engineering from the Massachusetts Institute of Technology.
