This chapter reviews the various laws and regulations applicable to the safe treatment and disposal of materials from wastewater treatment facilities, describes the typical processes used to provide safe and acceptable treatment of wastewater, and discusses treatment and disposal alternatives for the solids removed from wastewater. For consistency with federal and state terminology, this manual uses the term sludge to refer to the solids separated from wastewater during treatment.
The revised version of Chapter 2 discusses the evolution of the Clean Water Act from a point source approach to a holistic watershed strategy, changes in wastewater treatment plant financing, and the positive trend of beneficial use of biosolids and treated effluent. This chapter also discusses improvements in toxicity testing and advances in wastewater treatment technology, which include membrane and micro/ultra filtration. The Environmental Management System is also discussed and the way it can be used to improve management practices and outcomes of utility operations. |
