Abstract:
Training is part of a well-run organization, and it can be a great asset or just as great a liability. The difference between success and failure is typically found at the starting point of an agency's thinking-the approach it takes to training as a necessary part of the culture within the organization. The wrong approach can make failure almost certain despite a large budget and a skilled and determined training staff. The right approach can lead to success, even when means and personnel are limited.

Besides providing a foundation for improved individual and organizational performance, employee training programs encourage continual development of skills and contribute to an improved work environment. A commitment to continued employee development is essential for employee retention, improving plant operating performance, and developing skills necessary to fill future staffing needs.

This chapter focuses on the key elements of an effective structured training program, methods for planning and developing such a program, and structured training program deployment. The revised version of this chapter offers a different approach to training development, a simple yet comprehensive look at training and the role of the trainer in an organization, and it answers questions such as these: What makes training work, and what common mistakes guarantee that it will fail? Why is skill stratification an issue now, and what can be done about it? What can a trainer really do for the organization, and what should trainers never be expected to do? What are policies, procedures and operating manuals, and how should these very different kinds of documents be organized and written? How can a trainer know what kind of training will work? Are there substitutes for training that can do the same job?
