Many industries discharge their wastes to municipal wastewater treatment works instead of directly to the nation's waterways. These discharges may contain significant quantities of toxic pollutants and other substances that can affect the wastewater treatment system and possibly interfere with its performance. Some of these pollutants may pass unchanged through the wastewater treatment works and into the receiving waterway. The pollutants may enter the wastewater treatment plant sludge and sometimes may complicate ultimate disposal of the removed solids. Consequently, an effective industrial pretreatment program is an essential part of the plant's operation.
This chapter provides information on initiating or upgrading an industrial pretreatment program and reviews fundamentals of program needs, planning, implementation, and monitoring requirements. It has been updated to focus on pretreatment program requirements defined in the United States by 40 CFR 403. The chapter offers a brief history of the National Pretreatment Program, an overview of the program requirements, and a brief discussion of the program responsibilities for publicly owned treatment works (POTWs) and industrial users. New information briefly discusses local limits, including maximum allowable headworks loading and removal credits. References are provided that offer more-in-depth discussion of the program and its requirements for POTWs and industrial users.
